Hospital Boards serve in a governance role and have a fiduciary responsibility only to the Corporation when fulfilling their primary duties and not to any other agency, group or individual. The Board focuses on policy formation, decision making and oversight, while Management guides hospital operations in a manner consistent with policies set by the Board.

First elected to the Board in 2018, Ligaya Byrch was elected Chair of the Board of Directors in June of 2022 and again in June of 2023. She is a former Director, Planning, Integration and Community Engagement with the North Simcoe Muskoka LHIN (Local Health Integration Network). A resident of Severn, ON, Ms. Byrch has held leadership positions with the Barrie Community Health Centre, Barrie Community Family Health Team and the AIDS Committee of Simcoe County, in addition to leading consultant work in the health sector. She brings more than 20 years of diverse Board experience along with strong leadership and communication skills. Ms. Byrch is the chair of the quality and safety committee of the board and also sits on the resources committee.
L.ByrchLawrence Pietras was elected to the Board in 2018. A resident of Severn, Mr. Pietras was employed by the Ontario Provincial Police (OPP) for more than twenty years in senior management positions ranging from Manager, Security Cyber Team, Security Bureau to the Deputy Directory of Information Technology (IT) and Telecommunications Services. Throughout his career, he’s held IT leadership positions with the Ministries of Tourism, Culture, Recreation, and Education, as well as with Bell Canada and De Havilland Aircraft. Mr. Pietras sits on the Quality and Safety, Governance, Future Hospital and Audit Committees of the Board.
L.PietrasPeter was most recently Director & CEO of the Ontario Arts Council, and before that, Vice-President Finance & Administration at OCAD University. Peter was previously Executive Director of the Arts Foundation of Greater Toronto, National Coordinator for the Canadian Cancer Society’s “Journey for Lives”, and Theatre Consultant for the Ontario Ministry of Culture and Recreation. In 2006, Peter completed an Executive MBA at Western University’s Ivey Business School. He has been an active board member with numerous organizations, and is currently a member of the Lakehead University Board of Governors.
P.CaldwellKelly Brownbill was appointed to the board in fall of 2022 to fill a mid-term vacancy and elected in 2023. As an educator on Indigenous issues, Ms. Brownbill has conducted countless cultural awareness training sessions across a broad range of service sectors including key staff from both the provincial and federal governments. She guides organizations in forging more respectful and equitable relationships with Indigenous communities and agencies. For 10 years she filled the role of peer referral agent for Canada’s largest single site employer of Indigenous people.
K.Brownbill
Previously served on the OSMH Board from 2010 to 2014. During his tenure he chaired the Quality and Safety Committee, was a member of the Finance Committee and a member of an Executive Committee of the Board. From 2002 to 2008 he served on the Board of Governors of Georgian College where he was the Chair of the Finance and Audit Committee, a member of an Executive Committee of the Board and led a “Building a Better Board” initiative. He is a CMA/CPA by profession and for past 20 years prior to retiring, he held President /CEO roles predominately in privately held manufacturing and distribution organizations. He has been a resident of Severn Township for the past 29 years.
K.BrownleeDr. Janice Burrows was elected to the Board in 2023. Dr. Burrows is currently a locum family physician for the Cottage Country Family Health Team working in a part time capacity. She has extensive health care system level experience, serving on the Board of the Ontario Health Quality Council, supporting the Ontario Telemedicine Network and as a Primary Care Lead for Cancer Care Ontario among other leadership appointments. Dr. Burrows resides in Orillia.
J.BurrowsDr. Sheila Clark was elected to the Board in 2018. A resident of Ramara, Ms. Clark is a registered nurse (RN) with a diverse international healthcare background that has included senior leadership and consulting positions in the United Arab Emirates (UAE), Qatar, Saudi Arabia, Kuwait, and Canada. She has a Degree in Nursing, a Master of Science in Health Care Administration and received her Doctor of Education in 2016 from the University of Calgary. Dr. Clark sits on the Quality and Safety, and Ethics committees of the Board.
S.ClarkSheila Marner was elected to the Board in 2019. A resident of Orillia, Ms. Marner is a recently retired senior executive of Apotex Inc., where she had been employed for the past 35 years. Her roles with the company included VP-Global New Product Launch, and VP-BioClinical Development.
S.MarnerTerri McKinnon was elected to the board in 2023. Ms. McKinnon recently moved to Oro-Medonte and is a retired executive in the professional services sector, most recently serving as Partner, Assurance at PricewaterhouseCoopers in Toronto. She has extensive professional experience leading audits for hospitals in Ontario, including some undergoing major redevelopment. Ms. McKinnon also has extensive governance experience as a previous member of the Scarborough Health Network Board during their merger of three facilities, and currently sits on the Board of Public Health Ontario.
T.McKinnonFirst elected to the Board in 2015, and re-elected in 2018 and 2021, Brian Sirbovan is Chair of the Audit Committee and a member of the Governance and Resources Committees of the Board. He is also the Board’s representative on the Future Hospital Steering Committee. Mr. Sirbovan is a retired Professional Engineer and a 40+ year veteran of the engineering and construction industry in Canada. Mr. Sirbovan recently retired from Stantec Consulting Ltd where he held the position of Vice President, Program & Project Management for over 15 years. He is a former Board Member of the Consulting Engineers of Ontario. Mr. Sirbovan lives in Oro-Medonte and is an active member of his community having served as both President and VP of the Eight Mile Point Cottager’s Association.
B.SirbovanRyan Spurgeon was appointed to the Board for the first time at the June 2022 Annual General Meeting (AGM) to a one-year term to fill a mid-term vacancy concluding at the 2023 AGM. He was reappointed at the 2023 AGM for a subsequent three-year term, concluding at the 2026 AGM. He is President of ANTAMEX Industries with over 275+ administrative, technical, manufacturing and installation staff across 2 facilities in Ontario. He is responsible for organizational execution of multi-disciplinary design-engineer-manufacture-installation scope on some of the largest construction sites in North America. A resident of Severn Township, Mr. Spurgeon has an Executive MBA from Ivey Business School at the University of Western Ontario and a BBA (Hons.) from Laurentian University.
R.SpurgeonJamie Williams was elected to Board in 2023. Mr. Williams is a retired healthcare executive, most recently serving as VP/GM of Zimmer Biomet Canada, a supplier of medical equipment predominantly in the orthopaedic surgery field. His experience includes strategic planning, complex financial management, stakeholder management and human resource planning. Jamie has strong ties to the Orillia area as his father was a dentist here with privileges at OSMH.

Mayor Don McIsaac is one of three Ex-Officio Voting members on the OSMH Board of Directors and represents the City of Orillia. The two other Ex-Officio Voting members represent Branch 34 of the Royal Canadian Legion, and the OSMH Nursing Alumnae. McIsaac has been a member of the OSMH Board since December 2022. He was elected Mayor of the City of Orillia in 2022.
M.DonMcIsaacJames McIsaac is one of three Ex-Officio Voting members on the OSMH Board of Directors and represents the Royal Canadian Legion Branch 34. James was born and raised in Orillia and has been married to his Bride of 37 years, Lucia. They have three grown up children and just found out they are expecting their first grandchild. James has a BSc and BEd. degrees from Mount Allison University. He was in the Education system with both the Public and Catholic Boards in Simcoe County for 31 years – seven as a Teacher and 24 in Administration. James has been a member of the Legion for over 40 years and has previously served on the Hospital Board as the Legion Representative.
J.McIsaacGlenna Tinney is an Ex-Officio Voting member on the OSMH Board of Directors and represents the OSMH Nurses Alumnae, where she serves as the current President. Glenna is a graduate of the OSMH School of Nursing class of June 1972. Glenna began her career at OSMH in August of 1972 where she worked for 40 years in the Nursery, NICU, Labour & Delivery, Antepartum, Postpartum and Management before retiring in 2012. She also taught Prenatal classes for 20 years. Glenna brings her expertise as a frontline worker to the OSMH Board through her strong family connections in the Nursing profession, including her granddaughter who works at Soldiers’. Glenna joined the OSMH Board in February of 2022

Carmine Stumpo was appointed President and CEO of Orillia Soldiers’ Memorial Hospital (OSMH) in July 2018. Carmine brings over 25 years of healthcare experience as a clinician and leader in a wide range of clinical and support services. He has a Bachelor’s of Science in Pharmacy from the University of Toronto, a Doctorate in Pharmacy from Wayne State University in Detroit, Michigan and an Executive Masters in Business Administration from Athabasca University. As President/CEO, Stumpo sits as an Ex-Officio, non-voting member on the OSMH Board of Directors.
C.StumpoDr. Melanie Colpitts is a member of the Department of Paediatrics and Neonatology at OSMH. She received her Doctor of Medicine at Queen’s University in 2006, followed by completion of her Paediatrics Residency in 2010, and subsequent additional training in Neonatal-Perinatal medicine at the University of Alberta. She has been on staff at OSMH since 2011. As President of the Credentialed Staff Association, Dr. Colpitts sits on the OSMH Board of Directors as an Ex-Officio, non-voting member. She is an Instructor for Paediatric Advanced Life Support, Neonatal Resuscitation, and holds adjunct academic appointments with the University of Toronto, McMaster University and the Northern Ontario School of Medicine. She received the Certificate of Merit from the Canadian Paediatric Society in June 2021.
M.ColpittsDr. Gabrielle Salmers is a member of the Department of Paediatrics and Neonatology at OSMH. She completed medical school at the University of Sydney, paediatric residency at the University of Toronto, and a Clinical Fellowship in Paediatric Medicine (Community Paediatrics) also at the University of Toronto. She has been a member of the Department of Pediatrics at Orillia Soldiers’ Memorial Hospital since 2020. As Vice- President of the Credentialed Staff Association, Dr. Salmers sits on the OSMH Board of Directors as an Ex-Officio, non-voting member.
G.SalmersDr. Lindsay Alston is the Chief of Staff at OSMH, a position she has held since September 2022. Dr. Alston has been with OSMH since 2017 as a member of the Anesthesiology Department and has held the role of Program Medical Director, Surgery and has provided clinical leadership with the OSMH Infection Prevention and Control team as relates to COVID-19. Dr. Alston completed medical school at McMaster University in Hamilton and completed her residency in the Simcoe Area through the Rural Family Medicine program. As Chief of Staff, Dr. Alston sits as an Ex-Officio, non-voting member on the OSMH Board of Directors.
L.AlstonJill Colin joined the OSMH team in 2014 and held various Nursing leadership roles. She is a Registered Nurse (RN) graduating as a diploma grad in 2000, and since has completed a BScN degree in 2002 and MN degree in 2008. She has also completed the IDEAS Advanced Learning Program from University or Toronto and the Advanced Health Leadership Program (AHLP) at the Rotman School of Management Executive Program. Jill has lived and worked in Simcoe County for 20 years. As Chief Nursing Executive Jill Colin sits as an Ex-Officio, non-voting member on the OSMH Board of Directors.
